Pagbilao
Power Station
Pagbilao Power Station consists of two 367.5 MW coal-fueled generating
units, developed on a build-operate-transfer contract basis to the National
Power Corporation of the Philippines. The site, located on Pagbilao
Grande Island in Quezon Province.
Black & Veatch provided design, procurement, construction management
and construction of the balance-of-plant equipment, as well as all electrical
equipment for the power station. Black & Veatch's responsibilities
included cost and scheduling, field support and startup / checkout services.
Also associated with the project was a new 230 kV switchyard. Black
& Veatch services for this portion include conceptual design, detail
design and preparation of equipment procurement and construction contracting
documents for the switchyard equipment and protective relaying.
The project represents the first time the Japan EXIM Bank and the Ministry
of International Trade and Industry (MITI) provided credits and trade
insurance for an overseas project not backed by a sovereign guarantee
from the recipient government.

Steam Power Plant
Black & Veatch designed a new coal-fueled generating facility on
an existing site located near Merak on the northwest corner of the island
of Java, Indonesia. Black & Veatch was retained by Perusahaan Umum
Listrik Negara (PLN) to provide engineering design, equipment procurement,
project management, construction management, field support, contract
administration and commissioning support.
PLN broke the project down into eleven packages. Black & Veatch
assisted PLN in contract negotiations and financing. Black & Veatch
performed the contract administration for these major packages and coordinated
the design interfaces.
In addition, Black & Veatch wrote the final air quality impact
report to support financing of the project and wrote the environmental
impact assessment for the disposal of ash. This report was produced
to Asian Development Bank guidelines.
