Black & Veatch has served as the System Engineer for Tampa Bay Water in Florida since 1996. In this capacity, we have provided a broad range of scientific, engineering, and project management support services to plan and implement their $600 million Master Water Plan program. This program enabled Tampa Bay Water to substantially lower its dependence on ground water supplies to meet the large and growing potable water demands of its member agencies' customers.
As System Engineer, Black & Veatch reviewed a number of potential supply sources including groundwater, brackish water, desalination, reclaimed water and surface water to determine how to best attain 90-mgd of new capacity by the year 2007. This evaluation included a detailed water quality analysis of blended water characteristics under various combinations of supply sources. The hydraulic and water quality blending analysis of the proposed Tampa Bay Water transmission system was performed and developed to predict delivered water quality after the introduction of desalinated seawater and surface water into Tampa Bay Water's primary transmission main. Additional evaluations included alternatives to disinfectant residuals in the regional transmission system, precursor removal, and development of treatment strategies to comply with drinking water standards for current and future water quality conditions. Financial models were developed to assess the financial impacts associated with each of the above evaluations.
Black & Veatch also evaluated scheduling considerations for the phasing in of proposed groups of treatment, supply, and transmission main projects to meet the tight schedule required by Tampa Bay Water's Governance Agreement with Member Governments. We also conducted a series of workshops with the Tampa Bay Water Board of Directors and Technical Advisory Committee to present results.
In addition, Black & Veatch is providing oversight and quality control reviews as well as value engineering of the detailed design efforts of the consultants working on the designs of various projects selected. Black & Veatch's role as System Engineer will continue through the construction and start up phases of the water supply and transmission main projects.
In 2004, Black & Veatch was asked by Tampa Bay Water to assist in an effort to identify, assess and tabulate deficiencies associated with its 25 mgd seawater reverse osmosis desalination facility. We were also asked to participate in the detailed evaluation of proposals received by companies aspiring to be selected as the Interim Operations, Maintenance and Management (IOM&M) contractor for this facility. This effort included critically assessing data generated in the pretreatment and membrane pilot plants constructed and operated by the prospective contractors and assessing the capability of their proposed treatment process trains to consistently achieve permeate water quality and quantity. Additional assignments have included evaluating the prospective contractor's final cost proposal, reviewing pilot testing protocols prepared by the selected contractor, providing on-going evaluation of pilot plant operations and results performed to confirm the effectiveness of the pretreatment processes and associated costs, and review of permit applications and technical information prepared by the selected contractor.
